Indiana Water Legislation 2011-2025

Participants of the Indiana Watershed Leadership Academy developed a comprehensive guide to Indiana water related legislation from 2011-2024 (which was also updated in 2025). The report not only highlights laws that were passed, but laws that failed as well as studies and plans completed over the years by various agencies and task forces.

The report provides a clear call to action: Indiana needs a comprehensive water management strategy that considers regional needs which focuses on watersheds and population rather than political boundaries. The report lays out well the many different hand-in-the pot over the years.

To follow the latest developments in 2026 and beyond, the Hoosier Environmental Council maintains “Bill Watch” for each legislative session. Bill Watch includes water, as well as other topics such as air, waste, and clean energy. Information from the 2026 session is available online at: https://www.hecweb.org/bill-watch-2026/

All citizens are encouraged to take action not just during legislative sessions but throughout the year! One way to become involved is to attend the Indiana Water Summit, hosted yearly in August by the White River Alliance and partners. The Summit brings citizens, busineses, and lawmakers together in in an a political forum to build upon current legislative actions and provide a broad planning perspective concerning the interdependency of water issues and the science behind the state of the waters.
